We are here to keep you informed of our project as our plans emerge

Hansbraun Investments Ltd. and our professional team are proud to be taking the initial steps towards contemplating a redevelopment of our shopping centre. After over forty years of ownership of this 11.9-acre shopping centre, we are beginning the master planning process towards a phased redevelopment plan. We love and appreciate the Royal Oak neighbourhood and intend to maintain ownership of the future centre. This iterative approach will take some time to resolve and materialize; however, we want to always uphold our companies value of clear, consistent and transparent communication with our tenants, the neighbourhood and the District of Saanich. This page will continue to get updated as we work through the planning process and resolve our concepts.

Planning Schedule

The phases of planning and engagement that we see informing our land-use application.

Phase 1: Project Inputs (currently here)

Internal review and assessment of critical inputs which will inform the project including but not limited to: infrastructure planning, transportation demand, ground conditions, municipal planning policy…

Spring - Summer 2025

Phase 2: Application Forming

Outlining and understanding the project inputs, we will begin engagement with key stakeholders which includes the neighbourhood, our tenants and the District of Saanich (and other approval agencies).

Summer 2025

Phase 3: Zoning Submission

Formal zoning submission to the District of Saanich which will focus on land use, density, servicing, height and massing. Specific details pertaining to individual buildings will be held-back for the Development Permit process (following zoning approval).

Summer 2025

Phase 4: Iterative Plan Refinement

Work with the District of Saanich, neighbours, associations and tenants to refine the site plan and finalize the proposed land-use submission for Council consideration.

Fall 2025 - Spring 2026

Phase 5: Sequencing Plan

As we work towards finalizing the zoning program for the properties, we will look at the current mall tenants, future program plan and construction/servicing inputs to develop a phasing plan which determines the timing and triggers around redevelopment of the site.

Spring 2026

Phase 6: Development Permit Planning

More detailed plans for the first phase(s) of redevelopment begin planning. This includes detailed circulation plans, engineering frontages and storm management, signage and facia and other more site-specific deliverables on a building-by-building basis.

  • Construction starts will depend on the stakeholder engagement time, the District of Saanich approval schedule and real estate market conditions. Overall, we do not anticipate to begin any phased demolition until 2027 at the earliest and we have resolved to give mall tenants over 6-months notice.

  • We will share and update plans on this project website as they materialized. We are not at a project phase yet where we have a set of plans that we can share. Please continue to check back on the website and sign-up to receive project updates below.

  • Hansbraun’s stated intent is to own a new centre following the phased redevelopment. While housing, public spaces and other amenities will be delivered through this process, Hansbraun has every intention of resuming their ownership and involvement in this community.

  • Hansbraun intends to maintain excellent relationships with their tenants. Through this multifaceted and iterative site planning process, we will work with our current tenants to determine their interest and ability to relocate in the new centre.

  • NO! This will be an iterative and multi-year engagement process. The first step is to figure out the ability to accommodate new residential and commercial land-uses on the property and then to begin more detailed site planning. You will have many opportunities to engage with the development team.

  • This rezoning plan is separate from the District’s zoning actives. That said, we are looking to collaborate with the District and adjacent land owners to create a complimentary and well-thought-through village plan for this important Centre.
